Instead of No Man's Land I thought he took from The Cult. Perhaps it's because I didn't read NML and I could relate more to The Cult. In the comic, Deacon Blackfire raised an army underground in the sewers and then took control of the city. They kill the politicians and put Gordon in the Hospital.

I thought about the Cult as well with all the underground jobs thing... I wonder if a cut scene exists showing Crane helping recruit those workers.
